(an) assertion; (an) affirmation; a declaration; a positive [definite] statement; a dictum 《pl. -ta, ～s》.

～する assert; affirm; declare; vouch; swear; state positively; make an assertion; give [pledge] one's word.

●それは事実だと断言する. I affirm [assert] it to be a fact. | It's a fact, I warrant you.

・…と断言できる be able to affirm that…

・そのことは断言できない. I am not positive about it. | It is not possible to swear to that.

・どちらとも断言できない. I cannot commit myself either way.

●断言をはばかる hesitate to say positively; refrain from asserting; fear to affirm
